Usually not for the room itself. King's Park, the old town and Bridge of Allan all have conservation areas, and like-for-like work inside a house rarely needs consent. A listed building is different, and so is a new vent or waste pipe through a wall that faces the street. Where that applies we point it out early, so it can be checked with Stirling Council before work starts.
In most cases, yes. Older Stirling flats and villas often still heat water in a cylinder fed from a tank, which gives a gentle flow at an upstairs shower. Flow and pressure are tested during the design visit, and the answer might be a pump, an unvented cylinder or a shower designed for low pressure. You find out which before ordering anything.
