Often it is. A combi heats water as you use it, so the cylinder and the cold tank can go, which matters when cupboard space is tight. The key is the size: big rooms with high ceilings and original sash windows need more from the boiler and the radiators than a modern flat of the same floor area. The engineer works that out at the survey, so the boiler is neither too small nor wastefully large.
