Once a unit has gone cloudy the seal has failed and the gas that was insulating it has escaped, so the room loses heat through glass that also looks bad. If the frames are still sound the glass alone can sometimes be swapped. Frames of that age are usually tired in the hinges and gaskets as well, in which case a new window is the better buy, and the surveyor will give you an honest reading either way.
Yes, and it is a common job on the villas around Allan Park and Victoria Square. A bay is measured angle by angle and rebuilt to the same shape, with structural support handled properly where the bay carries load above it. Astragal bars and the original opening pattern can be carried over so the house still reads the way it always did.
